We absolutely provide documentation for HSA/FSA reimbursement - we can send you a letter showing the medication that was prescribed along with your invoice, which should work for getting reimbursed through your plan. While we can't fill out specific forms from your HSA/FSA provider, the documentation we provide should be everything you need for reimbursement. You're absolutely right - it's impossible to know you're short on supplies until you actually need them, which of course happens later on.
