Since I'm not an attorney, I'm not used to some of the arcane and confusing language used in court documents or in common legal parlance. I didn't have any problem with defining what "is ...is" thanks to your helpful explanations! Perhaps you could create a help application for use byf our Federal Government....all three branches, but especially the Executive!
