What you're saying doesn't make sense. It’s normal that you don’t have the option to request an IP from a specific subnet. Our service doesn’t promote this as a feature, so your feedback on this is irrelevant. When you choose a plan, you are asked to select a use case. Proxy allocation is based on their availability and verification against the relevant endpoint linked to your use case.

According to our records, your refund was processed within 24 hours of your request. On October 17, after you submitted your claim, we contacted your card issuer to confirm that your Visa prepaid card had been credited for the refund, and they confirmed that it has already been credited.
